I feel like this is unintentional, because on their twitter, they state that it comes with the base game. Not only that, but you won't be able to buy the base game because 'You do not qualify for this product'. If you buy the morrowind dlc before you buy the base game (be it gold edition or whatever you want), you will not be able to download the game.
